Richard W. Foster, Jr. spent his early years in Pecos, Texas. He received his B.A. Degree with honors from Southwest Texas University and his J.D. Degree in 1977 from St. Mary’s School of Law, San Antonio. Mr. Foster is Board Certified in Oil, Gas and Mineral Law; Farm and Ranch Real Estate Law; Residential Real Estate Law; and Commercial Real Estate Law by the Texas Board of Legal Specialization. Mr. Foster retired in 2020.
